If I dismantle all military units in my secured country, can I then zero my offensive and defensive forces in next year's budget? And use that money elsewhere? Assuming I have no military corporations in my country, what negative effects can I expect if I do this?

@Auguste. Even de-activated military ( weapons in dismantled units stay active ) cost $$$ to keep, much less but some. And use some staff to polish them every now and then. Cant think of any neg effects for a secured main, in fact its best to get rid of them all until you want to take a C3 and then you only need some offense.

Crafty: I know weapons from dismantled units remain active, but can't you then really de-activate them on the "Active Military" page? I know you're allowed to zero out active weapons there. I thought they were being put in "storage", not using staff or ammo (for monthly training). Or do they still draw resources after de-activation?

You can deactivate units not weapons goth. Weapons sit in stockpiles always active.

I'm pretty sure there is a link that says the specific words "deactivate weapons" now to what extent these weapons are "deactivated" is what really is questioned here. and i want to know the answer as well for i was wondering if i should keep the weapons deactivated or simply destroy them all until they are needed

Like I posted before. Yes you can fully deactivate all weapons once they are not in units anymore. De-activated weapons still use some staff and cost, I imagine to maintain them, polish them, whatever. This cost for keeping de-activated weapons seems to be about 10 to 25% of the fully active cost. I'm not really sure of actual numbers there, maybe somone else can be more accurate.
Re-activation/de-activation can only be done at a rate of 10% per month.
