Countries cannot.
Enterprises do that.
Read the enterprises manual.

if you are a beginner think twice. free playing is either for a country or an enterprise.

If your an enterprise, then the screen where you build the corporation has a place to enter the name of the country to build it in, and there is a URL to find a possibly suitable place right below that.

If you are a country, then I don't think that you can.

Go to the Portal. Go to My Enterprises. Click Add. If you already have a country, it will cost you 30 GC per month to have a second entity.

Regarding the documentation, this game has far more documentation than most similar games, and Andy is VERY good, and quick, about answering questions. It just has a lot of depth and breadth to try to grasp all at once.

All new players would gain alot of info if they clicked around their pages and checked out what every link does.

There is a great depth to the game and a lot of processes to grasp, give yourself every advantage you can and read everything and ask if what you need to know isn't there.
