Does the hiring level in a privately held corporation, not under the president's control (in someone else's enterprise for example) affect the starting of state run corporations?

Hiring level and production is at 100% in all other corporations in country - whether state run or privately held. Yet, even with a high surplus of workers in every category in the Grand Duchy of Marshall (Great Vosana Region of Draca Mixor Continent in GR) - and with a booster in effect, new corporations are not starting. Production plants in stock outnumber corporations in queue. My employment index is actually decreasing (probably due to the amount of population bid on.) Any advice or insights would be appreciated.

As far as I know, as long as you have the workers then the corps should build. Hell, even if you dont have the workers it will still build and rob workers from the lowest paying corps.

Maybe it's just a question of waiting another month?

Have you lots of debt? If so, it may not let you spend the money to start a new corp...not sure.

And yes, your indexes will go down some if you increase your pop, as there are more people sharing the same number of schools, hospitals, roads etc.

First three finally kicked in - took several months. Currently the country is carrying no debt, nor is any state run corporation. Employment down to 59.16. More corps in the pipeline. Can't toss too many into the armed forces yet, as country is not yet on firm financial ground. So only slowly building that up.

The only thing that can stop corporations from being constructed is the lack of a production plants.
these could be short on the market and it can take some time to purchase them. (automatically when a new corporation is requested)

with employment at 59% you should build as many as possible.

check the education priorities page to see if you have enough workers in all groups.
(menu: Departments--> Education --> Education priorities).

Nine state run corporations (and 1 by a CEO many thanks) started overnight. Produciton plants on hand dropped by three. Is there no way to assign production plants in country stock to the new corporations being formed? All work groups were vastly overstocked - by only a few hundred k in the high tech sectors to over a million on the low end worker side. Education priorites I'm constantly tweaking by a point or two on a daily basis (more in targeted sectors) - since hitting the education and health indexes needed to advance on day 1. (Probably shouldn't, but want a slow transition instead of a massive jar when norms have been stabilized.)
