I'm about to go to war against my second C3. What's a good force to have to take over a second C3? Ground or air? And how do I buy more Precision Bombers?

Against C3, going ground is better. There is about half the number of defending helicopter wings as interceptor wings, and you have the time to maneuver freely.

I'd recommend these units:
One with 1000 OAAMB + 600 MRMB (best to buy max Q and upgrade as you're able)
Use this to attack defenses on an ungarrisoned target (Town/County) and do so until no helicopters respond, this will clear out all air defense you need to worry about. The MRMB will absorb damage and the OAAMB will be freely destroying Helicopters. If you get it in the country, it can attack any location.

After this, it would be wise to attack each helicopter wing directly to prevent them from being resupplied. C3s will usually resupply 100 helicopters in one of the units after several minutes. Wiser to bypass this.

One with 1600 MRMB (best to buy max Q and upgrade as you're able)
Use this to clear out garrisons on any target by attacking defense. If you get it in the country, it can attack any location.

Several with 800 HT (best to buy at min Q and not upgrade)
This is based on the observation that Q doesn't make a difference when hitting targets and that HT is cheaper to take out all locations. Use this to attack target on any location after you have cleared that location's garrison with the previous unit and air defense is gone. The range is short so you'll need to move these close to where you attack, but you can get your painting points by doing this as well.

As far as points go, hit the targets that give the most WI damage for the least expense first. Start by getting all 30 painting points since these are free, then cities and corporations are probably the second most lucrative as far as cost to destroy versus points earned, then the capital, then the fortifications last if there are any leftover points you need.

If you intend to keep the country, destroy all the corporations before you start on the cities. This will reduce asset damage and the construction purchases that will eat up your money early. It will also give you the money in the corporations as a bonus... one that can be used to build corporations of your choosing.

Avoid dismantling units wherever possible as you lose 10% of the quality each time you create a new unit.

Congratulations, you are now an expert on fighting C3s.

For precision bombers, you build your own corporations to produce them, contact other players to purchase by direct trade, buy them from the space station Cervus...
Or register a country/enterprise on FB, buy from the world market, and ship them to yourself with cargo shuttles.

Nice post Mizore. I took something from it myself. I've been using 1000 MRB's and 600 AAMB's.
