I try to set high priorites for HT engineers and seniors but then next month the automation setting messes up my priorities and set other jobs' priorities high(which already have considerable unemployment)

click on the automation button. You can turn off the low level "help" for different parts of your economy. That should fix your issue.

If I remember correctly there is a two week lock on new players changing some settings. You are clicking on the save changes buttons, right?
