This guide gives an idea of how to break down and plan to achieve certain key Game Levels. The Game Levels targeted here are the ones that make the most sense to gain before an escalated commitment of requirements for the next game level. This guide is for premium members only as free players do not have the option to earn coins through game levels. A focus on achieving game levels can provide an early boost to a new player especially combined with a plan to gain coins through war levels, which I describe in my "Path of a Warrior" guide on this same forum.

Note: This is again described at points later but country measurements are a country average. Adding countries beyond what is necessary often makes it far more difficult to raise your Game Level. Also, the values given are the minimum to achieve game level though higher values may make sense for your economy.

Step 1 - Get Game Level 4 (Peaceful)
Reward: 110 coins for levels 2-4

1. Click "Game Level X" at the top of your country home page.

2. Change "Judge my Empire" to "Peaceful".

3. Get Education/Health/Transportation indexes to 100+, Employment to 75+, Salary level to 110+, Finance index to 85+, and Social Security index (not %) to 75+.

4. Get Population to 20 million either naturally or raiding (link below can help).

5. Put $3 Trillion in the bank.

Step 2 Option 1 - Get Game Level 7 (Peaceful)
Reward: 310 coins for levels 5-7

1. Set "Judge my Empire" to "Peaceful".

2. Add an additional country to your empire (staying at 2 total is best). Either take it from the computer or purchase one from a player.

3. Add an enterprise. Add corporations to your enterprise until you have 200 by purchasing them from your countries, building them in your countries, or establishing them in other countries.

4. Average, throughout all countries in empire, your Education/Health/Transportation indexes to 120+, Employment to 82+, Salary level to 150+, Finance index to 98+, and Social Security index (not %) to 85+.

5. Average, throughout all countries in empire, your population to 35 million. This means you need 70 million total with 2 countries.

6. Average, throughout all countries in empire, your cash level to $8 Trillion. This means you need $16 Trillion with 2 countries.

Step 2 Option 2 - Get Game Level 9 (Full Game)
Reward: 710 coins for levels 5-9

1. Set "Judge my Empire" to "Include Defense".

2. Add an additional country to your empire (staying at 2 total is best). Either take it from the computer or purchase one from a player.

3. Add an enterprise. Add corporations to your enterprise until you have 120 by purchasing them from your countries, building them in your countries, or establishing them in other countries.

4. Average, throughout all countries in empire, your Education/Health/Transportation indexes to 115+, Employment to 82+, Salary level to 130+, Finance index to 99+, and Social Security index (not %) to 50+.

5. Start purchasing missile interceptor batteries in your enterprise and a modest amount of missile interceptor ammo in your countries. Quality doesn't matter. Rule of thumb, 120 quality is cheaper to buy and to maintain but 330 quality is more useful if you plan to war players at some point. Plan on needing 50,000 to 60,000 batteries (for 2 countries).

6. Get War Level 5 (link below can help).

7. Purchase a few shuttles. 6 or so will be sufficient.

8. Average, throughout all countries in empire, your population to 28 million. This means you need 56 million total with 2 countries.

9. Average, throughout all countries in empire, your cash level to $8 Trillion. This means you need $16 Trillion with 2 countries.

10. Average, throughout all countries in empire, your defense index to 90. Shuttle those missile interceptor batteries you have been storing in your enterprise to your countries once you are ready with all other requirements. Distribute them in a way that your countries can most easily support them with free workers and the overall financial situation. Defense index will gradually increase each game month. Plan on 18 game months or more to go from a low Defense index to 80 with an influx of missile interceptor batteries.

Forgot to add, for full game requirement, you need to build forts as well. You need almost a full complement (150) in all countries for Game Level 9.

^^Regarding this, for our batteries, I am understanding that much of this is to boost the defensive index, although, if I am seeking to put them to use in the case of mobilization, would it be best to lend the majority of them to defensive ground forces or garrisons?
