You have to have a low tax generally 10% or less. make sure your economy is good and that all your indices are above 100 especially you welfare index. once you have that that should attract a few CEO's. Also periodically check the forum as CEO's sometimes post they are looking for countries to build in.

Check the welfare index. It needs to go in the direction of 120.
you also need many educated workers in all the groups.

I wouldn't rely strictly on the forums. Take the initiative. Click on any privately held corporations in your country, or in the area. You can find out the CEO. Write them. See what they want in a country. Offer to stay in the game for awhile. Relocating a corporation into your country has costs - if nothing more then the loss of profits currently accruing to that corporation. If you are an active player you can offer more than just a tax break. CEO's can offer advice on what they think is an attractive infrastructure. Transportation and Education Indexes, as well as Country Welfare can be made to look more attractive. Raiding countries for worker populations can help make your country look more attractive, et.

Just knowing that there is an active, helpful president, friendly to corporate interests can help mitigate the need to slash taxes to the bone immediately.
