Can't accept bid on Country or Enterprise

A bid on a country or enterprise can't be accepted:

1. Bidder does not have enough GC
2. Offering party is no longer the owner
3. Best bid does not exceed minimum price
4. Bidder has already 2 enterprises in this world
5. Offering party can't sell last country or enterprise in a world
6. Nominal Value no longer exceeds the minimum
7. Population dropped with more than 5%
8. Total Cash and Loans not between -1T and 1T SC$
9. Assets dropped with more than 5%
10. Education dropped more than 5%
11. Defence Index dropped more than 2%
12. Score dropped more than 5%
13. Corporations dropped more than 5%
