This is the cost involved in taking care of all disabled people, the retired people and the unemployed. The cost depends on the number of people in these groups and hw much they get paid. The payment level depends on a setting by the user and is a percentage of the salary of low level workers. The number of people receiving these payments depends on the health level in the country. The better health is, the longer people live and get their pensions. It also depends on the treatment of the disabled in special clinics and the numbers that return to the job market. It depends on the numbers wounded in wars (if any) and it depends of course on the number of unemployed in the country.
