Health Index

The index is a measure of the quality of the health system. If close to 100 it is quite good. It can be lower and it can be much higher than 100. It has influence on the total score but mainly on the death rates in the country and also on the general welfare of the population. High levels of health care are very expensive to maintain and you should be sure that the economy of the country can carry the cost before increasing the system into high levels. Having many hospitals, allows for conversion of some of these hospitals into war hospitals if needed and clinics for the disabled.
