Total of Education Priorities

The total of all education priorities should be at a level of about 120. Higher numbers do not make sense and will not improve the education levels. Doubling all education priorities to a total of 240 will achieve nothing. In case the education system produces too high numbers of professionals, setting the total between 60 and 120 will reduce the numbers of graduates.
