I can't seem to find out exactly what the boosters that "increase spending space" actually do.

For example, take the Miltary Spending Space booster which will "increase military spending space" by $600B for 1 month.

Question: Does this result in you receiving $600B cash that you can spend on military purchases?

OR

Does it merely increase the limit on what you can spend on military purchese by $600B (and then you can SPEND money you already have to the tune of $600B extra in that month)?

You spend the money you already have. It just allows you to increase your monthly spend which comes in handy if you are about to go to war.
