A few problems to list:

1 Transferring ammunition doesn't require soldiers active yet you cannot transfer due to a shortage of soldiers.

2 Even when I have LLWs (soldiers) and MLMs (officers) available I cannot transfer anything military in, reactivate any military or staff my garrissons.

This results in a huge collapse in defence mechanics in the game.

What is thought of this?

With defence failing, it's an attacker's paradise!

if you've got a lot of debt you might not be able to transfer, buy or change stuff. also, if you don't have supply units you won't be able to staff garrisons. what's your country and world?

Are not garrisons now supplied automatically (supply units not needed) during times of peace? (Item 31 of game news, Feb 4th.). Also I believe that if you have been short of army personnel with-in the last couple of months then you can't re-activate/add military for 2 months even if you have moved additional troops into the country.

As for transferring ammunition, this sounds like a problem that needs to be looked at David. No suggestions from this corner...

Crafty, you're right about garrisons being automatically supplied, but i think you have to have the weapons there in the first place. if you haven't moved any in, the game doesn't know what should be there.

also, where do you want to transfer ammo from/to. if you're transfering between your two countries there are several reasons if might not happen.
1. you've gone over your limit to transfer
2. you've got too much debt in the country you're sending from.

not being able to see youre country, it's hard to analize the situation though. the number of soldiers shouldn't keep you from sending ammo. see above

I'm only informed of a shortage of soldiers and officers and this is all that should be taken into account.

I'm trying to transfer weapons or ammunition from AF Liam AM 9 Leo to AF Liam E D Sukki.

LLWs and MLMs have been in plenty supply yet I cannot transfer into the country of get the garrisons supplied with weapons.

u know what would keep the use of c3s down? how about a requirement for a country to be a week old before declaring war? or maybe 31 days old rofl something ridiculous like that would just wipe out c3 use most of the time.
