watever country has not enough defensive units. The country needs at least: 20 Garrisons, 5 Supply Units, 2 Land Defense Divisions, 2 Defense Helicopter Wings and 2 Defense Interceptor Wings before changing leadership.

i have all the above and more i dont know why its telling me that. think it might be cuz its the original blueprint garrisons i had assigned and it wants some real big ones so im changing over to those today. but then if u can get past those you get something like this message
some of your offensive weapons are not active reactivate all offensive weapons before you can change leader...

now wtf does offensive weapons deactive have to do with changing leader country? now this is actualy easier to get past cuz its a visible problem and u can just sell all your inactive weapons on the world market or u can take 3 full real life days and try to reactivate army faster than it may deactivate for watever reasons. but why are you trying to prevent us from changing leader countries? there is war protection mode i could put a country in who cares if i dont have enough defense if im willing to take that risk? and why is it you think those min defense requirements listed at the top are any harder to crack than no defense at all? cuz that is really wat it is the defense of a c3...

I believe that the country you want to make your new leader also needs to have a higher score than your main country as i tried to do this on LU with more than the required units and NO weapons deactivated and i was still unable to change leadership.

You are wrong.

Shaun,
The requirements have to be met and then you have to wait for the server to recognize that the requirements are met.

I suspect W3C doesn't want us to use boosters in one country and then switch leaders and get boosters in the new leader and extend membership both times. I don't know what that has to do with 5 supply units. Messages in Simcountry often do not match the reason something happens.
