I've encountered an issue that has boggled me for a couple of weeks now. I hit lvl 2 and then deactivated and ungarrisoned as many units as possible to save money. A few weeks went by and I decided my economy could support the push to get to lvl 3. I purchased more weapons (mostly MIB and jeeps but a mix of some others as well) and reactivated everything. When I got to lvl 2 I had a garrison blueprint in 2 cities and capitol so I decided to put it in 4 cities to get more results. After all of this I can only get to 48 range of defense index!!! WTF? I thought it might be the garrison thing so I went back to how it had been and I can't get any higher index.

If anyone has any advice on how to remedy this I would sure be grateful.

Assuming your country is in Secured Mode, then you can forget about garrison for the time being and use only MIBs for achieving desired Defense Index. Around 20k for level 2 and 25k for level 3. Having only those is cheap and every semi-decent economy should be able to support it.

Thanks for the input! The problem I'm having is that I was able to get to level 2 and then deactivated the weapons for a few weeks. Now that I want to get back to level 2 and perhaps level 3 I'm only able to get to 48 range of defense index. I didnt' sell any weapons either. So I'm wondering what could have happened that is causing this.

Ohhhh, now I know what I did wrong. I put in the amounts to reactivate but it only reactivated a certain %. My bad....
