You can't build corporations in countries with a president until you have 6 corporations.
You are free to build a corporation in a country that has no president.

Am I missing something?

As far as countries with a president go, you can only build in your own country/countries for the first 42 days you have a CEO.

That's RL days, unfortunately. Not game days.

Wendy thinks we need a game change, that would help all.
