Game change? (Fearless Blue)

Have any changes been made to selling population from recently acquired countries? I get an error message saying population cant be sold as worker groups may be depleted. I've had this country a few days now so I am beginning to think foul play may be at work.
I have millions on unemployed workers of all kinds. There are 16 corps in a 50mil pop country. Clearly this error message is aload of bs.

i've had that message when i get down close to 20mill, but never at 50mill. have you off loaded a substantial pop already? you can probably still off load to your own countries and then sell it in the new country.
