After looking over your country I can only guess. My guess is that you are ordering more universities than you have workers for, when the universities are delivered they are closed for lack of univ. teachers. Instead of universities closing though its closing your back to work schools.

If you have near the number of back to work schools that you have of special clinics then you have plenty. Don't make more. If you start any state corporations make sure the salary level is below the level of government salaries. I wouldn't build any more education facilities of hospitals either, you have a very good index as it is. Work on getting more corporations in your country.

All corps have a point of diminishing returns with salaries. True it makes them produce more, but there is a point where it cost more than it is worth. This point will be different on different type corps. Try salaries between 600 to 800 on some of those losing money.

What is the quality of the goods the corps are purchasing? Usually you want it set so that after you include your "Selling Strategy" markups they will be selling around the 300 level. So depending on whether it is country corps or CEO's and your markup, a quality setting of 140 to 180.

What are your "Buying and Selling" strategies? You should target "Some Left Over" as a general guide. You will be selling at or near the top.

It only takes 10 to 20 Special Clinics and Back to Work schools to keep up with the demand once you have it caught up. The employment by the CEO corps limits the retaining totals.

What is your country name if you want me to take a look?
