Worker problem? (Fearless Blue)

I have an education index of 194 at the moment. Been around the 200 mark for months. Number of low level workers unemployed is now over 1.4 million. Number of unemployed high level workers......30,000.
The total number of high level workers in my main has been in a steady decline for just about as long as I can remember. The work force graphs show high level workers dropping like flies, and low level workers multiplying faster than rabbits.
Problem, I cant be arsed with worker transfers anymore. Why cant my nice high education index supply the damn workers!!

I wish there was some clarification for why this happens so often. It was a topic of conversation a few months ago, but I never got a real clear cut understanding of the flows of workers (presumably) between the worker levels, the flows (presumably) from workers -> professionals, and how the educational system REALLY plays into it. What's remarkable is that education and worker management is SUCH an important part of this game, but the documentation says so little about it. In summary, the documentation says:

1) Don't have worker shortages.
2) Upgrade corps to reduce worker usage.
3) Educate by hiring teachers and set priorities.

While that's "helpful", it would be nice if there was a little more there (or anywhere) that could explain the two-tiered system of education we have and how it works. If anyone else has some insight on this, it'd be appreciated by the

Armed with their advice, I finally got a shortage of 400K high level workers back to a zero balance.

However after two relative "Short" periods of inactivity, I am back to square one.

I am sure I will find the post *eventually*. I'll try when I'm done a zillion pop transfers to even out as much as I can.

Such a sore subject this high level worker thing is. I remember this conversation snowballing into the beginning of an exodus by several players after many other unexplainables now surfaced. I hope this will be addressed by the "poeple under the stairs".

I'm feeling pretty lonely on SC these days.

A recommendation for those converting large numbers of professionals into HLW:

The minimum age of HLW is 24 years. Conversions of nurses or HTE into HLW will result in some HLW being "underage" by demographic standards. Nurses and HTE have minimum ages of 21. Underage HLW will be autoconverted to LLW upon the next month's update in that case.

Therefore stick to LLM and teachers for HLW conversions, and use nurses/HTE for MLW.

I have tested and confirmed this.

This has been around for years. The solutions spell:

- Stop being greedy. Agriculture corps and such won't kill you. If you don't want them, sub-par employment is your trade-off.

- Exchange workers.

A notice on the newspaper is the only thing missing.

Invest in soybeans, you can't lose. Your un-educated masses need jobs and the world NEEDS more soybeans. We can't leave the future of the great soybean revolution in the hands of the C3 farmers.

I like water/road maintenance over agriculture.
