I had the US legislative system explained to me this way by my brother-in-law, who is a Pro-Life lobbyist.

1. The purpose of political parties in the US is to get candidates elected to office.

2. The goal of political parties in the US is to maintain there own party in power.

3. Every legislative vote comes down to calculating the best way to be elected/re-elected and maintain control of the function of government for his party.

4. In order for the the individual/corporation in a society to be represented in government, they must band together in "special interests" to have their voice heard.

5.The votes then come down which side makes its voice best heard to threaten/support the politicos in achieving their purpose and goal.

6.Very few politicians allow the personal views/characters/mores to get the way of election. Mr. Kerry's pro-life stance on his pro-choice record is a case in point.
