My problem was that my population just sat around on welfare and wouldn't fill the hiring vacancies in my corps. I chopped off their social security by 40%; that made em get off their couches (and away from their computers!) and get their butts in gear.Although I was thinking at first along with Tranquility, maybe turn a couple towns into self-lighting glass parking lots and see if that motivated them
