So,
the GMs have announced new game levels for peaceful players.

Prepare yourself for deception because peaceful players are required to have 2 countries for level 6 and 6 for level 10. That's more than the regular players !!

How about the peaceful mode is transferred to one world which would become a newbie/training world ?

And all the other worlds would be remain war worlds like they used to before peaceful mode was introduced in December 2003 !

People can purchase C3 countries and they can trade countries between them.

They can create empires in a peaceful way.

peaceful games,like the new implemented level requirements should require zero countries up to level 10 to 15 or more with out extra countries like spartacus303 has said.I agree on this issue problem and should be fixed.because extra countries should only apply to the war games.but with peaceful games it will need to add something like more population as level increase etc.

The extra non-secured countries and a peaceful empire are not compatible. How many could resist the temptation to raid fat undefended countries?

I don't understand the problem with having additional countries in peaceful mode. Given peaceful merely implies no player based combat, I see no reason why you can't have additional countries acquired by taking over c3's. If you're concerned about building the country up and having someone take it, purchase WP.
