Fighting Levels and Score (White Giant)

Will the fighting levels affect the Defense Index?
It seems to be a logical conclusion that if you upgrade all of your Units and Garisons by 20% that it should, but so far that does not seem to be the case.

That's a good question and maybe they should but under the current system there has never been any quality impact on the def/off indices as far as I am aware.
