Activating all offensive military (Kebir Blue)

Why cant I activate all my planes that I have? I am trying to set up a air wing but it will not let me activate enough to setup a airwing. Im trying to take over a country with no president?

You can only activate 10% of each military type per month.

Also it depends on the number of planes you are trying to activate. Only 20,000 per off airport.
