How To Nuke A Countryq (Kebir Blue)

I have nukes and am trying to take over a country with no president, how do I launch Nukes. I have 1 Nuke battery and numerous nuclear missles? Please help

There is no nuking of unoccupied countries. Nuclear weapons work only against other players.

you also have to attack with a slave country unless you take off secured mode.
