I just did a C3 war in under half an hour, and for about 1T. Just paint as much of the map as you can, while targeting everything and attacking the targets with Mid Range Missile Batteries. I recommend to have 3k batteries in advance, and 70k missiles to go along. I didn't even paint a 16th of the country, which means if you do, you could probably do it for 500B or less. :)

This is a similar method. However, it should save money.

There are even cheaper methods. Using Fighter Planes with Attack Drone shields saves money in taking out Air Defense. Using Precision Bombers (or Land Based Cruise Missile Batteries) in taking out Garrisons, then Population Centers, may also save you money.

Note: You'll need spotters for the Air wings.

Im interested in that Fighterplane/Drone tactic. What composition should i use? Also, what composition for the P-Bomber unit?

It is good to attack Fortifications by using SELECT FROM THE LIST. This is to save your ground forces because many Forts in C3 overlap each other. Therefore, try to clear ALL AIR WINGS before you send ground forces in C3 :)

the fighter/drone scenerio is a follows:
700 fighters and 700 drones for each interceptor group of 360. When all interceptors are gone you still have to take out the helios. on level three there are three helio groups. go the weapons units and find the helios. attack them each with the fighters. there will still be about 120 interceptors left that are hard to find on level 3 but they can be tricky. on the interceptors you will be attacking the defensec of a country or town but you need a division close by (35km) or you'll get chewed up. after you've taken our all the int nad helios use land divisions to take out defenses/target of corps, cities, towns and capital. with the capital it's best to take out defenses with a sqad of bombers then use lrd to destroy the target.
next comes the forts. on level three you will have to take out ten to fifteen of these. attack defenses of forts with bombers,helios,drones. then come back and destroy target with lrd's.

obviously you need to paint the country first.

On level three it will cost about 400-500b. Most of the cost is in taking out the int. and helios. for a level one it probably will cost less than 100b using this method.

using this method you won't lose any fighters and on lvl 3 you'll lose about 4100 drones
