1. New War Features in Simcountry

The features as described in this document are related to the introduction of the new war levels and are limited to war levels 1 to 4.
The features will become part of Simcountry by the end of September, possibly the first days of October.

Additional features and levels will be introduced in several stages in the following weeks.

2. Initial Setting of War Levels

All countries and empires will receive an initial war level assigned to them. The initial setting depends on their war experience and the war level assignments will be limited to war levels 1 to 3.

All countries or empires that have won one war will be assigned war level 1. Countries or empires with 3 war winnings on their records will have war level 2 and countries or empires that have recorded 6 war winnings or more will be assigned war level 3.

All other countries and empires, with no war records, will have war level 0. The same applies of course to all new players.

War levels are assigned for the entire empire. Each country that is added to the empire will automatically inherit the war level of the empire.

3. Playing the War Game - New Style

War features are now restructures and changed in a way that will encourage wars between players who are interested in the war game and prevent unwanted wars against new players and players who want to play a peaceful game.

War players can always start wars against C3 countries of their own level or one level higher. Winning a war against a C3 country with a higher war level is the way to increase your own war level.

4. Fighting C3 countries

C3 countries are now structured to have any required war level and are used as a measure for the capabilities of the war player. Winning wars against C3 countries with increasing war levels will become more complex and at very high levels, it will be challenging and may require multiple countries participating.

At the lower war levels, a player can increase its war level by winning several wars against C3 countries of his own war level. This will apply to countries and empires with war levels 1 and 2. Example: a war player of level 2 can fight C3 countries of level 2 and after 3 wins, will be moved to war level 3. Starting at level 3, the only way to move to a next war level is by winning a war against a C3 country which is one level higher.

5. Fighting Countries with Presidents

Countries can declare war against any country with a president, which is at the same war level and when in higher war levels (6 and up), it is also possible to declare war against countries with a president, which have a war level one or two levels higher than that of the attacking country.

Fighting countries at the same war level means that peaceful players who will in general have a low war level cannot be attacked. Certainly, they cannot be attacked by experienced presidents and will not be wiped out by a major power.

Declaring war against countries in higher level than yours is as described above possible if you are in war level 6 or higher but it has a price. Once you declare war against a higher level country, you become vulnerable and can be attacked by any country with the same war level or up to two levels higher.

The only way to prevent this is to refrain from attacking any country with a president which is at a higher war level.

6. Game levels

Game Levels now depend, among many other factors, on the defensive and the defense index of countries. The dependency on these defense related indexes will be replaced in the future, by the War Levels of the countries and empires.

The transition to the new War Level as part of the Game level will be gradual. The game level will depend on the ability of the player to achieve one of the criteria. A higher game level can be achieved if the player reaches the required level for the war indexes as in the current situation or if the player achieves the required war level.

This means that no one will suffer a reduction in game levels due to the introduction of the new war levels and all players will have enough time to develop their fighting capabilities and increase their war levels.
We will gradually increase the requirements for the war indexes in the game levels and it will become harder to achieve high game levels based on these defense indexes.
The ever increasing requirements for the defense indexes will in time enforce the War Levels as the only war quality indicator in Simcountry and the defense index requirements will become irrelevant.

7. War Level Awards

Achieving higher war levels will entitle the player to additional Gold Coin awards. The exact details will follow in a week or two.

8. Federation Wars and defense treaty declarations

Federation wars will remain largely unchanged but will adhere to the same war level rules. The participation in federation wars will depend on the war levels of the participants. Exact details will be published in the coming week or so, when the new features become available.

9. Improving Finance for Private Corporations

Many private corporations transfer their cash to the enterprise and go into debt which is growing because of the increased size of corporations. This cash drain is not in the interest of the corporations and causes an unnecessary additional cost of interest.

As is already done with state corporations, cash movement out of private corporations will be possible if a minimum amount of 80B remains in the corporation. This will improve the private corporation?s finances, prevent unnecessary bankruptcies and improve their profitability.

The next step will introduce automatic cash transfers from the enterprise to the private corporations which have a very bad cash position, in the same way it was done with state corporations. These cash transfers will be very limited and will gradually reduce corporate loans.

This feature will be introduced by the end of September.

10. Corporations and High Level Workers

Another round of increased corporations size will take place with the upcoming update. The numbers are smaller than before and it is accompanied by a reduction in the hiring of High Level Workers. Shortages of HLW are already reduced with the previous upgrade and will be reduced further at a slower pace with this coming update.

You have probably increased cash to 80B in all corporations.
this is great but not really needed.

what will happen is that less cash will move out of these corporations, some will need added cash and it will end up much lower than what you did.

We do not call on everyone to just move cash into corporations.

what about the HLW situation? did it improve from two weeks ago?

Sounds great Tom, looks like you covered all of the bases. I have a little concern about the federation aspect but I'll reserve judgment until the system is rolled out and the results can be seen.

Overall, it looks like a very well designed system and I'm looking forward to playing with it.

You can attack higher level players but not beginners. It is explained. At higher levels it is less of a problem.

We also have some concerns although we are quite confident.
we will be on top of it to see how it works and tune it if needed.

Tom I like this concept alot actually, but for clarification, if a person registers, wars 3 c3's as most new players try to do, then they will be level 3? That isn't quite fair to them...

Perhaps including a "war levels do not increase until after day x of your registration" or something? Though I'm sure you've already thought about that. :)

How about not wasting anyone's time with war levels?

Seems like an easier solution. Remember 3 secured mains, the rest no holds barred? Seems easier too.

I don't like having things changed, without having all the questions answered.

Trial and error trials are ok, but thats like shooting first, then asking questions later. Then you come to find out, you've shot an unarmed victim :(

That's part of this Serp, once you reach a war level, you can only take c3's of that war level or above. Once the war levels progress, c3's will become VERY expensive.

I think we should choose are war level. A player fights what 6wars before level 3? At least give a player the option to upgrade. On the main page have it say (your war level) ________ Upgrade to next level (button). That way they can move to the higher levels when they're ready(keep in mind they have to win _____ amount of wars before upgrading). I"m learning the war engine i just started and I've done what 4 C3 wars so far and I'm no where near completing the basics. The first few levels should be some sort of completion and option to upgrade. If i perform 5 C3 wars I'm learning and experimenting which will benefit me more then doing 6battles and calling myself experienced. To balance this so that players cant attack presidents then hide in the lower levels, Give the option once you reach level 6 or YOU declare war on a president you become available to attacks. As a econ president i would want to experiment with the war engine but i dont want to fight a few wars and have presidents look at me as not only great econ player but a good tactician as well.

To be clear:

The goals this change sets to reach are good and desirable. Necessary, in a matter of fact.

This isn't good. This is bad. This is a pathetic attempt. I mean... look at it! You cut down a head and seven more show up in its-stead!

Honestly, I can only expect this to be removed from the game, as soon as reason prevails. This mishmash is nothing more than trouble.

Honestly, I'm not a big fan of almost any of the things they've come up with, but, in my opinion, they are working with an outdated, flawed engine. I'm pretty sure that W3C isn't willing to invest the kind of money and time that is needed for a real "fix", so we have to accept the band-aids.

This isn't a complaint, it's just a reasonable observation. Keep your expectations low. SC is past its prime. Hopefully they are working on something to changet that, but I doubt it's a very good business investment to throw more money into this.,

I'd rather see something done about the amusing 80B limit for cash withdrawal when corporations are still paying cash into your economy whenever they go over 60B.

80B is unreachable except by going public, building up over 80B and then re-privatizing.

For that matter, I'd love to see this "automatic" transfer of money to a troubled corporation not be introduced. If a corporation is in trouble, I'd rather know about it, not have it drain away resources.

I agree BorderC. SC is now outdated and the way it was built and is managed is hurting it big time. Only so long before I cash out my gcs. This god-for-saken level 3 country requirement forces people to play in order to cash out. (absolute BS). But whatever, only a few more days.
