Gold coin transaction (Fearless Blue)

This was in current game news. "Direct market transactions that are aimed at obtaining gold coins, will be prohibited if the player has any debt, in any country, enterprise or corporations. Debt should be paid before surplus game money can be exchanged into gold coins." I Would like clarification on a couple of points.
1. does this include debt on other planets?
2. does this include debt in public corporations which can not be directly paid?

With all the changes especially lol. Many players are still fixing hiring issues from the game changes to corps. I'd bet a lot of corps are teetering with loans. Ouch
