It does not make sense if GM lets it close forever, Scarlet. In reality, schools and hospitals can not be closed forever because buildings are still there. Equitments just can not be disappeared or broken in a short time. The only problem to solve is workforces. When you have enough people to work, they should be operating again. Another example, a vehicle would not be able to be run on the streets if there is no driver. Otherwise, it will run with a driver. That's it. No wonder why new players have difficult times to catch up with the game.

one reason they close is that you probably don't have salaries for gov't employees high enough. they should be about the same as corp workders.

that is not an excuse, Parsifal. No matter how you govern it, you get award with high scores. Actually, goverment salary in my main one is above 80.99

No disrespect intended, but the part of the game you are talking about works fine once you get the hang of it. Another option is to take over C3's, close all the hospitals, etc in them and trade professionals for the ones you need. Are you in a fed? If not join a good fed and they will help you with stuff like this.
