I just conquered my 2nd c3 and I plan on cooling it for a while to rebuild my economy. Is there any special way to build up an economy after being war torn?

Start by buying construction and make sure it doesn't stay in the red.
Other than that, its business as usual

Scarlet speaking of Q. Does Q really make a difference? I know it does in weapons and ammo but I havent noticed it in any other aspect. If it does what do I look at to notice the value I get from a higher quality product.

For your COUNTRY there is no advantage, only greater cost, to buying above 100Q.

The gamemaster has stated that higher quality supplies for your citizens increasing their spending and raising their welfare will be implemented at some time in the future.
