Negitive Cash? (Fearless Blue)

So I came across a country with almost -7 trillion in cash.... and according to the history it's been at or near that for a while.
Bug, hack, or some sort of super strategy I don't know about?

Perhaps just making coins for the account or mismanagement. It's fairly easy to plug money leaks, not so easy to bounce out of dept if you don't know how to make a profit with a military.
If they are still active or not and who the owner is might offer clues.

No I meant how does he have neigitive cash with out the system automaticly taking out loans?

I'd call it super strategy, except regardless of who conquers it, the player will keep 2 trillion of it. The rest will go back to the previous owner's main country.
