Here is a proposal I posted:

I have re-read some of the merging discussions and I have a new idea. It makes sense to allow merges, but something needs to be done to balance this. I recommend that if you merge all your territories, the country score that is counted is then an average of ALL merged territories, not just the leader.

Further:

This would allow players to build strong countries, not one territory with a sea of dependencies. Keep in mind that this would be an option, and would potentially give you the option to name your Empire while still having different names for provinces.

Surely the only thing this would do (except for the ascetic nicities) would change the individual country scores, everything else is already an average of all your 'provinces' or slaves.

Most people build high scoring mains with their best economies there because they are always in secure mode (or WP on FB) and dont have the burden of military expense and the workers can be more productive.

These are the countries you would get awards with, the only reason for having a country score.

So, no, I think your idea is not well thought out and cant vote for it, maybe you're just a bit new to the game? sorry if that's wrong! but hey, good on you for voicing what you consider would make the game better. Good luck.

I think that your reasoning for not having this proposal adopted is precisely why it is a great idea. Instead of hiding behind war protection with one country and then having tons of slaves, this allows you the option to continue this OR amalgamate.

And with respect to the averages, that is currently not the case. The two countries I run are both very similarly managed, though one has a significantly larger army. Beyond that, they are quite close in terms of development, but the scores are different (off by at least 10 per cent)

The averages currently determain your game levels.

It would probably take alot of work to script merging/spliting and get the map to recognize a partial boarder then make it transparent. Map customization and war map would probably have to remain the same.
several mechanics would need altering and or balancing.

I agree that average is used to calculate your LEVEL, but not your SCORE. That is a key difference.

Also, this removal of borders would allow you to have increased labour mobility, avoid shortages, and share services in adjoined areas.

Couldn't this just be solved with a spruced up Empire page, that paints your countries on the map, similar to the continent region maps that paint in countries with/without/soon-to-be-without presidents; lets you name (and flag) the group, similar to common markets or federations; and gives you all the controls to transfer funds, people, equip., etc? And provide unified control over all armed forces and such. It would be an upgrade but nothing that's not possible. And the game can use the update.
