Hi.
I'm in safe mode so I won't need an army. So I've been trying to dismantle my units because my corporations could use some 200k new employees.
I go to the option of dismantle all units, I confirm that I want to dismantle them and it says that they've been already dismantled... everything's perfect... except for the fact that they're still there.

Is it impossible to dismantle them or am I missing something?

if you don't want an army sell them. Also you'll need to switch to peaceful country. Otherwise you will only be at level 1. Empty the garrisons and unload then disband your units

Dismantling units is basically just de-mobilizing. You still have the weapons, and therefore, the army. To reduce your army size, do as Matt said and sell the actual weapons (tanks, fighters, etc) on the world market. You'll likely only be able to sell offensive weapons.
