1 over build companies if you don't like the existing ones sell the stuff off and close them.
then build what you want and or pop boost
2 have no company
I found a 4 country empire that fits this
no money no military
3 buy too much military
4. no company upgrades and otherwise run like a C3
don't be a human controlled C3
5. LE growth is slow and only grows at 100+ health
pop boost reduces LE. my guess about .1 a day
I figured I did #5.

Yes, you are supposed to randomly declare war on and nuke the shit out of countries that you have never encountered before. Then have an alternate account publicly decrie you on the forum, sparking a global war with most people trying to kill your main.
