| Wednesday, August 10, 2011 - 03:57 am The MLW and HLW are downgrading to LLW because they are not being used. Education is irrelevant for this issue. LLW will upgrade to MLW and HLW as needed but not instantly and, equally, they don't downgrade straight away, they take some time.
