This appears to be random as other countries that are short workers do not charge

The charge is petty, but I guess the issue for me is does this come from my CEO or my Corp cash if the charge is valid or not?

It comes from the CEO cash I always move em
moving fine closing is another matter
closing is like 10 times more expensive inside a owned country
so move then close

Yeah completely random. Maybe it is choosing player controlled countries to be paid a penalty regardless of hiring situation, and disregarding the fee for C3s.

At any rate I am being charged for moving corps out of countries with no workers.
