I've haven't messed with my index's and i haven't sold a single bit of pop? Whats going on here? Because of this i've dropped almost 80B a year in one nation alone. Id really like some help or a GM answer

I think the recent update has screwed with my welfare as well. with 250 Salaries on all my corps which are 100% upgraded, they are still only producing 101% production.
All CEO corps in my country and in my slave are doing the same, and profitablilty has declined.
I'll try you're advice as well, Wendy.

Low salaries doesn't merit a welfare of 70.
I pay my soldiers, officers, teachers, nurses, doctors and public workers so little they can barely afford to repair their shanties,
yet my welfare index can easily be 130 by building enough hospitals and water treatment
facilities and making sure social security pays more than a job as a low level worker.

Mine all live in tents, on cots, and they have to dig a hole to take a $#!&. But, my welfare is just fine.

Tents, shovels and cots? Keep them as relief supplies. Government workers should live within a four-foot high chamber made of broken glass, mud and straw and live on the hope of leaving the country one day through their sale. Except, of course, for the feces harvesters who live in opulent mansions and supply agricultural and food corporations with fertilizer by cleaning out latrines outside other public workers' shanties. Selling pop affects the welfare of your entire empire, so that might do it.

I didn't even think of using the feces for fertilizer. YES, I found a new job for the school janitors during summer breaks. I'm not sure about the entire empire, but individual countries, I'm certain is a yes.

check your indexes,maily health, education and transportation. somewhere, an idex dropped.

or

you are going down on the game levels.

or employment dropped.

or another country in the empire sold some of its population.

or, and very important, salaries dropped in the corporation.

the welfare index is not dropping if nothing happens. The formula is unchanged for a long time and it has its paramemters.
