General Question regarding "Trading Partners" (Little Upsilon)

Hello all,
I received a message stating a vote has started regarding my Enterprise and a small country in LU. The vote states that he should become a 'trading partner' - I see a blue link, but no place to vote. Also nothing in documentation or the forums regarding 'voting for trading partners' - is this a hoax or a legit decision - due in November? - Regards in advance - Foo
