Smaller Military Units and Defensive/Offensive Index (Kebir Blue)

It seems that the reduction of the size of military units has had no effect on the Defensive/Offensive Index. So even though you supposedly need fewer units to defend your country, you need the same amount to increase your index and game level. Shouldn't each additional military unit increase the indexes by a greater amount now that the sizes have been reduced?

You still have the same amount of weapons, they are just sitting there active not in units unless you deactivate them. Hence same index. To raise index buy more just like before.
