This was discussed in the LU forums and it seems this needs to be viewed on a larger level.

Players come to members of the Sec con to get aid or to help with there new nations but more then 50% of the time votes are blocked by new players who don't want to see ANYONE get free money. It seems both free/paying members get to vote in public voting. Well this is ok it should be limited to the top 20players of the world on a maximum.
I've seen where a new player voted no just for the reason of he didn't want someone else getting a free check for 4T.
If the Sec con is to be a fluid part of SC politics and we are to help new players with there nations there needs to be ways for the SC to give aid to those who need it.(please check vote below)

The Security Counil accepted the proposal.
5 council members voted for the proposal and 0 council members voted against it.

General Voting is possible until 7 Mar 2861
45 presidents voted for the resolution and 35 presidents voted against it.

The paying members(sec con) know 4T isn't a lot and know it would greatly help to building his/her nation but of the 80votes(prob mostly free votes) said no because that how competitive they are among each other. I don't know if its just me or if others agree but is anyone else with me that the top 20players/8 Sec con members should vote on these matters? Top 20 means they know how to play and will know how to better support these new players? In general i'm just throwing out ideas whats the though about this issue?

I've been on the Security Council a fair bit recently and it always frustrates me when a resolution isn't voted through by the players. In my experience, the SC members generally look through a country in an unbiased fashion and, if it is genuinely a new member who has got into financial difficulties through not understanding the game in the early stages, will vote through the proposal. This is free money that doesn't disadvantage anyone, so why not spend it, especially if it keeps new players in the game?

I'm not sure that this is the optimum fix, but anything that allows good sense to prevail over jealousy and greed is better than what we have at the moment.

Agreed. If the vote comes to me, I assume the SC has done its job of vetting the player and I always vote yes, without even looking at the country in question.

I don't even really care all that much if it is something fishy. Why squabble over the reason someone whats 5T in aid? If they want to waste it on military, what will it get them?

5T is less than half of what a 20 minute C3 war will get me.

So long all facts are disclosed (no secrecy) and the member needs the aid im voting for it is both steps.

Maybe "aid requites" could be streamlined (maybe a SC vote only and not also a general vote as well)

I think there is possibly some confusion as to where the money that the security council gives out comes from, many people may think there is a tax the security council levies on everyone to pay out this money and they don't want to pay more in taxes and give up their own money to nations who did nothing to earn it.
On that note, where does the security council get its money anyway?

The SC takes money from each nation as a part of your cost of government, but the GM said they stopped it awhile ago since most SC have 400T+(if im wrong someone please correct me). But even then the SC took so little from each nation when they stopped it was barely noticeable. In order for the LU sec con ALONE to use its entire 503T in cash they would have to give cash to over 126nations in need.

ME! Throughout the five worlds, I had the largest population (probably still do) in total. That doesn't mean most of that cash came from me, but I'm the largest contributor on the whole.

As such, it is in my best interest an IMF style (plutocratic) voting system: give me a percentage of the vote akin to my contribution. It also goes well with the game, in my view, to get things interesting and moving.

The more this gets discussed, the more I feel inclined to think every single new player who asks for help should get aid. If any new player asks any experienced player for help with learning the game then "BINGO! You get 5T in aid from the SC." And along with that, we will throw in a guide for how you should spend it.

Not that they have to spend it that way. Not that we will look your country over. Not that they need to open every privacy control and let every player look at the country. Not that they have to qualify based on stupid list of things someone thought was important one day. Not that they have to promise not to buy weapons.

Not that anything except they raised their hand and said, "Hey I want to learn to play your game. Can someone help me?"

Any one who has played this game for more than--I don't know--3 months, should know that 5T is like finding a quarter on the sidewalk. You'd probably pick it up, unless you were in a hurry or a bunch of people or behind you or you just didn't feel like bending down. Seriously! What are people so afraid of that a new player might do to them with a whopping 5T? When did 5T become a lot of money? Can we stop squabbling over quarters and just get on with it.

You know what would be nice addition is B4 the voting goes to the sec con and to public voting if the player could make a statement. Along with the Member of the con backing it the Player of (effected country) could make a statement. Either giving cash/banning weapons a player could dispute the ban/lay out why they need cash that might help convince people into voting for or against the proposal

Whats the point of the Sec Con voting if there's always a public vote?

5-0(all for)
0-5(all against)
4-3(for/against)

Those where real votes yet they went to public vote. Development aid shouldn't even have a public vote. Nuclear issues should have a public vote and even allow the accused to give a counter aurgement.

----Side note----
The GM might wanna consider is the SC banning a nation from buying weapons on the world market. They can still buy though contacts/other nations/space but your blocked from your world that might add a new dimension to the game

I'm sure it will pass but please can we get GM assistance on this issue.
Does the Game master have plans to update or do anything to the SC. The fact it takes 4-5real days to pass is a major issue.
24+ months to someone whos ALREADY in the red kills them. If they lose 20B a day by the time we send them aid they gone 500B into the hole and 500B into loans. Can we at least make aid sec con members only and make it as soon as 51% vote for it passes they get the cash ASAP.

The rest is debatable and we can always add more but i really think to help the new player community the GM has to look into this matter
