After hearing some arguments and some internal discussion within W3creative we have decided to make several changes to the war game rules and keep some other rules:

- Game levels as introduced in the last year are here to stay.

- One of the main reasons for the war levels was to start measuring the capabilities of players by their war capabilities rather than by their capability to purchase weapons. The war levels now depend on fighting C3 countries with increasing capabilities. This aim is achieved and works as intended. Game levels will depend mainly on the war levels and less on the defense index level. Higher game levels will depend on both war levels and the size, and quality of the army.

- Another very important reason for the game levels was to protect new players against very experienced players who used to raid new comers and chase them away. This too is achieved but it involved limitations and some will be relaxed. Raiding newcomers is not coming back.

- Introducing war levels that offer full protection to new players and ones who are only interested in a peaceful game has worked well and protects new players and peaceful players from unwanted wars.

- FB has more relaxed war rules with little limitations.

- Players who reach war level 3 should be allowed to fight a wider range of players. We will now relax the war limitations for players in game levels 3 and up allowing them to fight any country in their own game level or any country in a war level which is two war levels lower or two war levels higher. (There will be no player to player wars against players in war levels 1 & 2). A player in war level 5 could start a war against any player in war level 3,4,5,6,7. Higher war levels may be liberalized even further.

- Federation members were limited in their ability to support others because of differences in the war levels between some of the members and the war level of the country they wanted to defend against. Also in this case, the limitations will be relaxed and federation members will be able to participate if their war level is up to 2 levels lower or two levels higher than the war level of the enemy.

These changes will be implemented ASAP. Possibly this month.
There are many more war features that are being developed and will be introduced into Simcountry in the coming months.
War rules may be relaxed further in the future.

Federations have always been limited to 25 members. The reason was that the number of active players who fight federation wars was limited and the creation of very large federations that included a large portion of these fighting members just did not make sense. If numbers become much larger, federations may be allowed to expand.

War level awards and game level awards will increase along with changes in requirements and changes in the war rules.

The question is that if a level 3 player is declared upon by a level 5 and then wins the war, will that move them up the war levels?

war levels can be changed only by winning wars against C3 countries of the next level.

player to player wars can easily be given away as happened in the past.

Glad to hear some W3C reations to this debate.

I do think a PvP war should count as jumping a war level though. Most people going into level 3 are expeting to be attacked and 9out of 10 of them have a already made defence that is = to or if not greater then the strongest C3.

I really like a federation fix. Feds should defend each other no matter the level.

Well I, for one, am glad and thankful that the GMs have noticed the dissatifaction between players regarding war levels, and are actively trying to sort out the problem. It might not be all we asked for, but atleast now they are listening and putting in an effort.

i keep saying...FB weapons corps should have double weapons production compared to other worlds. 2times production means more of them ,more contracts, cheaper weapons(by half). More space trading. That and FB should have no weapons restritions. I should be able to buy everything(but nukes) on the world market

Federation Size
Here is how I see it. Back in the day your right, federations were big with many players. New members didnt have a chance at winning wars, but in those days owning more than one country meant you had to pay 30 coins a month per country keeping the size of empires small. So you had large feds with many players.
These days most long term players have 7 to 10 countries. So a federation has 3 players an all 3 have 10 countries. A federation only holds 25 countries leaving 5 countries to defend them self. Same goes for a federation with 5 players each having a different amount of countries totaling say 28. Two countries will be left out. Raising the federation limit just makes sense. The limit set now is out-dated and needs to be tweaked.
Also with there being a limit to how many war declarations a country can receive a larger federation limit shouldnt be a threat to new players. And finally based on the current vote being held most players agree that the federation limit should be raised. I think you should reconsider raising the federation limit. When you bought a country and decided to buy another one in the same world it cost 30 coins per country per month to keep them. This was about 4 years ago or more. Im not sure if this was the same if you took a c3 by means of war.

Nothing has changed here really, it's still not enough, but at least relax player vs player restrictions down to war level 2.

I understand theres a lot of people who do not wish to desire a war with other players but such as them should stay at war level 0 if they do not want it at all and not to advance on to war level 2 like many others have and won't go up another level (for obvious reasons), as far as i'm concerned theres three war level 0s, wheres the sense in that?

Of course nothing will ever be enough! Especially when "nothing" is literally nothing. Do you think we will one day find that the game is perfect and cannot be improved? Ridiculous idea. The part about comparing people who are trying to improve the game to animals is insulting and lacks the redeeming quality of being even slightly funny.

The intent was not to be funny, but rather realistic. Don't like being compared to an animal eh?

This is not trying to improve the game. It is about changing to suit your(their) own needs. I said anything you do will not be enough. Before the new system is implemented, it already isn't enough. I called it, and I saw it.

Andy et al (woof woof): The war game has been virtually dead on FB since before war levels were introduced. Concerns about war levels reducing the pool of potential adversaries and making it so you couldn't defend your fedmates made it even worse--but with those concerns alleviated there are still basic issues that need to be addressed, if you gm types are interested in trying to have a vibrant battle zone on at least one planet. grrrrowf.
