The Min. Target is 25 the number I have is 16 with already less workers than it requires. This Min. Target can not be achieved.

Is there any reason why the GM put this so much amount in the first place, when you knew it can not be achieved?

Kim, there are a lot of different things under 'Important things to do' and most of them have targets. Education, defence, employment, transport, health, finance and corporations.

Akkadian is asking 16 of what? 16 schools? 16 defence index? 16 corporations? You need to give this information in your question. Insulting people when they try to help won't get you very far in this game ...

I think you will find it goes off the number of pop u have.You have enough to fill 25 corps, the fact that you dont have the right type of workers,isnt picked up by the game
