1. The War Game and Game Levels

The rules concerning war declarations and the limitations there of, have been relaxed for players in war levels 3 and higher.

All players in game levels 1 or 2 are protected from war and cannot be attacked by any player. This remains unchanged. This feature will continue to protect new players and players who are not interested in the war game.

The protection of players in game levels <3 remains unchanged on all 5 worlds.

The rules on the Fearless Blue world also remain unchanged.
On Fearless blue, when a country is in war level 3 or higher it fully participates in the war game and can attack or it can be attacked by any other country which is in war level 3 or higher.

The changes apply to the KB, WG, GR and LU worlds.

The rules for war declarations on the 4 other worlds, (all worlds excluding FB) have been relaxed. It is now possible for any country in war level 3 or higher, to wage war against any other country with a war level up to 2 levels higher or lower, excluding countries in war levels <3.
The same applies for the participation of federation members in the protection of a member of the federation. If the difference in war levels is smaller or equal to 2, the federation member can participate in the war.
Automatic war declarations that are the result of war treaties, abide by the same rule.

This means that when you are in war level 3, you can wage war against any country in war levels 3, 4, and 5. If you are in war level 4, you can wage war against any country in war levels 3, 4, 5 and 6. Etc.

At the currently highest war level 7, you can wage war against any country in war levels 5, 6, and 7.

More war levels will be added to simcountry and the same rules will apply to these higher levels.

2. Enterprise Contracts

It is now possible for enterprises to close contracts with their corporations. This is an old omission and has now been solved. In addition, enterprises automatically close contracts with their corporations for delivery of products that are not traded on the world market. These contracts already exist for countries and are now added to enterprises. Example: cargo shuttles.

3. War Index Explained

The war index of your countries depends on several parameters and during war it may decline as a result of attacks on your country.

To date, during wart, you could exactly see al details of the war index of the countries you fight. It was not possible to find out the details of how your own war index was doing.

This problem is solved today with the upgrade of simcountry. It is now possible to see your own war index in details. The link is on the war page.

4. Weapon transfers within the empire

Weapon transfers between countries in the same empire where sometimes blocked because the receiving countries did not have enough LLWs under 50 years old, or Medium level manager under 50 years old that can be recruited into the army as soldiers and officers.

The check is now removed and weapons can always be moved between countries in the empire. In case there is a shortage of potentials recruits, weapons may be deactivated. The president has now the responsibility to check if such deactivation may take place.

5. Obsolete remote bases and depots

After a war ends, some remote depots and bases may remain in another country. These remote bases are obsolete if your country is not in war with the country where these objects reside and also not in another country you own or in a country that is owned by a member of your federation.

When such bases are obsolete, they are now dismantled. Assets are transferred back to the country.

6. Activation after an automatic deactivation

When automatic deactivation of weapons takes place, it is impossible for the president to reactivate weapons for three game months. This was done to prevent automatic deactivation from being reversed by the president immediately reactivating the same weapons.

The reactivation is now only blocked for two game months.

7. Newspaper messages

When cash is negative, there are new messages in the country newspaper.

8. Boosters Bug Solved

A problem with multiple boosters and a mix of countries and enterprises caused in some special cases a loss of a booster bonus. The problem was discovered in cooperation with a player who had this special configuration.

The problem might occur with several more types of boosters. After this current upgrade, we will check the results in details and implement the change for all boosters.

9. Managing Corporations in C3 Countries

Failing corporations in C3 countries that are unable to sell their products for several game months because of oversupply of the products on the market are now closed and replaced by corporations that produce products with market shortages. The measure will slightly improve the product balance on the markets but is not expected to cause a massive replacement of corporations.

Just a suggestion to the GM nothing major or that needs attention.

With corps needing both 30P/E rating and needing to be 500B or more is there any chance of creating a tab that shows us what corps we can IPO. I went though a few dozen corps in my CEO and found 1 that was IPO ready. A page where countries/CEO can go and it shows all corps that can be IPO imminently would be helpful. Being able to go
