I can't trade money between my 2 states? (White Giant)

I just won a c3 war a few days ago and the state was (is) in pretty bad condition and losing money fast so i need to transfer money. but when i do it says money transfered but there isint any transfered otherwise it wouldint be (going under)

Maybe its paying off debts? Thats what happened to me when I had a bad country- ran up a huge debt that payed itself off when money was transferred.

Oh never mind I just found out it does work I just was transfering way less then I thought I was..( like 100mill instead of 100bill)

Pro Tip: Use a capital B or T to represent the value.

Example. 1.5T or 150B
