My country has a very expensive need for Light artillary shells and light tank ammunition. I sold all my light artillary and light tanks, but the requirement for the shells and ammunition never went away. Is there something else using them? It has been like this for months.

I think you might be thinking your using a ton because of the number used monthly for "Practice". That number might be making it look like a larger then it is.

I personally in my nation of "War Slave" have 15 Long range divisions. Each made up of 1100tanks/1100artillery for a total of 15500 Tanks and 15500 Artlliery. Monthly i pay around 350M per to keep them running. 700M total in ammo used monthly. I'm sure you have less so i dont think you use as much. Try looking @ your nations monthly consumption and that should help you on how much you spend. As for the lag of how much you us its common the game sometimes does that or you might have them in garrisons those might also be the weapons sucking your ammo up

He did say he had sold all LT and LA SS. Hence no training ammo unless as dboyd says Melchiades, you have them in garrisons or land units or even supply units. Supply units are the ones most people overlook. Also possibly a remote base, check for those too.
