How does cashin work? If I had 1500gc....I can cashin 500gc for 25 bucks? When would the cash be deposited in my paypal? Someone said in seven weeks...is that true?

I ask because one of my friends...cough ..cough has been waiting for 7 weeks and this is going on the 8th week...He said he emailed them about it and got no response..
