As President of a country in Secured Mode you cannot attack another President. (White Giant)

I declared war upon a country. A c3 to be precise. Not less than 5 minutes later a president has magically registered this country while the war was active.
By the time my special forces moved into position, I got that message.

I could swear by heaven that this issue was promised to not occur anymore.
