I declared war upon a country. A c3 to be precise. Not less than 5 minutes later a president has magically registered this country while the war was active.
By the time my special forces moved into position, I got that message.

I could swear by heaven that this issue was promised to not occur anymore.

In game news, or back when tommi was still on the forum. What gives?

Oh, this must just be a random error. The country has no president at all. I'll report what it says next game month.
