War level 8 (Little Upsilon)

The game wont let me go to war with a C3 at level 8. Any ideas? It wont even give me the option.

I don't think it is implemented yet, but promised soon I thought in some game news.

I believe the GMs said sometime in the New Year ...

I think 6 was 10, 7 is 12? So i'm assuming 8 is 15?
