Declaring War against Presidents – War Level doubt (White Giant)

I have read the documentation again but still I am a bit confused on this.

Scenario 1: Declaring on President countries

- Attacker WL 3
- Defender WL 7

If the attacker declares war on the defender

A - Will Attacker WL changed from 3 to 7?
Or it will still be at WL 3 BUT any player with WL 4/5/6/7 will then be able to declare on the Attacker with WL 3.


Scenario 2: Declaring on President countries
Attacker WL 7

B - A player with WL 7, Is he able to declare war on presidents with WL 3/4/5/6 ?

at WL3, you can attack any country at WL 3,4,5,6,7. I am not sure that can reach to WL7( after conquering it) when you are at WL3

Trinh, the scenario you said only applies to FB. I think there on FB alone all war level 3 and above are fair game, on other planets presidents can declare war on presidents two levels up or down. So if you were a war level 3 you could attack up to war level 5 and if you were war level 5 you could attack up to war level 7 and down to war level 3.

I asked the question if a player was war level 3 and declared on a war level 5 player would a win move them up the war levels. I'm 98% sure the answer was no. Player vs. Player wars will not affect war levels. You can move up war levels by fighting c3s at higher levels.

The GMs feel that, if a president were able to move up war levels by attacking another president, the war level progression would be too easy to 'fix'. So, Wendy, you are absolutely right that you can only move up WLs by attacking a C3 at the next level.
